Given they have stopped supporting it, I dont think you can expect them to re-add the offline installers. There are no longer any online or offline installers left on the Microsoft servers. If you just want to have a good free video editor(actually better than the Moviemaker) I can recommend "VideoPad video editor" from NCH.
